    Retention Year: 2000 Recommendation: Retain The Twenty-First Judicial District Commission on Judicial Performance recommends that Judge Amanda D. Bailey BE RETAINED. Judge Bailey is a graduate of the University of Michigan Law School, graduating in 1977. She began practicing in Grand Junction, Colorado in 1979 and continued that practice until 1990, when she was appointed to the Mesa County District Court. Judge Bailey presides over a full docket of criminal, civil, probate, juvenile and other cases which fall within the jurisdiction of the District Court. The commission unanimously agreed that Judge Bailey should be recommended for retention. This decision was based upon a review of the surveys which were completed by a variety of individuals who had an occasion to be involved with Judge Bailey, including but not limited to courthouse personnel, law enforcement personnel, attorneys, jurors and litigants. The decision of the commission was also based on an in-depth interview with Judge Bailey. The commission found that Judge Bailey's performance as a judge had improved since her last review, approximately six years ago. The judge appears to be more confident and comfortable in her position as time passes. The commission found Judge Bailey to be intelligent, conscientious and an extremely hard working judge. Judge Bailey was found to be tough, but fair to those who appear before her. Judge Bailey received high scores from both lawyers and non-lawyers on the surveys, scoring higher than the state average in virtually every category. Judge Bailey received a 90% retention rating.

    Retention Year: 1994 Recommendation: Retain Judge Bailey graduated from the University of Michigan Law School with honors in 1977. She practiced in Grand Junction, Colorado from 1979 until her appointment to the bench in 1990. Judge Bailey currently presides over a full district court docket in Mesa County which includes criminal, civil, juvenile, probate, and any other emergency matters which are within the jurisdiction of the court. The commission met with Judge Bailey and considered the surveys which were submitted by courthouse personnel, law enforcement, attorneys practicing before her, and litigants. The commission unanimously found Judge Bailey to be an intellectual, conscientious, diligent and a fair jurist. Her personality since being appointed has grown to that of increase judicial stature and temperament. She demands the most of herself and those attorneys who practice in her court. Of the surveys submitted, 90% and 100% of persons responding recommended retention of Judge Bailey. The statistical analyses were highly favorable and indicated that Judge Bailey is one of the hardest working jurists in the 21st Judicial District. The 21st Judicial District Commission on Judicial Performance recommends that Judge Amanda D. Bailey BE RETAINED.
