Methodology notes
- Terminology. The OJPE switched from “Retain / Do Not Retain” to “Meets / Does Not Meet Performance Standards” mid-archive. We normalize to the newer label but preserve the original source language on each chip.
- Pre-2012 trial courts. Some older year hubs don’t distinguish District from County court until the individual evaluation page is parsed. Those are tagged Trial Court until we ingest the per-judge detail.
- Duplicates. Three 2018 judges appeared in multiple panels. We keep one canonical record per (judge, cycle, court).
