Please click on the link below and email our staff Contact Us The Twenty-Second Judicial District Commission on Judicial Performance recommends, by a vote of 7 in favor and none opposed that Judge Sharon L. Hansen BE RETAINED. Judge Hansen was appointed to the District Court bench in September 1995. Among her duties she serves as the Chief Judge of the Twenty-Second Judicial District. She held the position of Montezuma County Court Judge from April 1, 1986 until her appointment to the District Court. Prior to that she had experience in private practice and as a Deputy District Attorney. Judge Hansen received her undergraduate degree from Colorado State University and her law degree from the University of Denver. Before making the recommendation, the Commission on Judicial Performance reviewed written evaluations of Judge Hansen from attorneys and non-attorneys, including written comments attached to evaluation questionnaires. Out of the 345 surveys sent from the State Commission on Judicial Performance, 125 or 40.3% were returned. The District Commission also considered a written self-evaluation completed by Judge Hansen and conducted a personal interview with the Judge. Public hearings were held to receive comments about the Judge. In a community service role, Judge Hansen has participated with the public schools as a mentor for students. She speaks at community organizations on legal issues and was recently honored by being nominated for this year's statewide recognition as Outstanding Judicial Officer in Colorado. Judge Hansen has served two terms on the Commission of Judicial Discipline.

    Retention Year: 1998 Recommendation: Retain The Twenty-Second Judicial District Commission on Judicial Performance recommends that Judge Sharon L. Hansen BE RETAINED. Judge Hansen has served the County of Montezuma as a judge for twelve years, first as County Court Judge from April 1, 1986 to August 31, 1995, and then in her present capacity as District Court Judge. Judge Hansen's caseload includes civil, domestic relations, juvenile and criminal cases. The majority of those surveyed in questionnaires distributed to litigants, law enforcement personnel, court personnel, probation department, jurors and attorneys who have been involved in court proceedings before Judge Hansen recommended that Judge Hansen be retained. After weighing the information obtained at four public hearings conducted in the communities of Cortez, Dolores, Dove Creek and Mancos, the Twenty-Second Judicial District Commission on Judicial Performance determined by a majority vote to recommend retention of Judge Hansen. Judge Hansen acknowledges the difficulty of handling an ever increasing case load for this two county district, but expects the State's recent announcement of funding for a research assistant to significantly improve the court's handling of its case load, including the mountain of paperwork which accompanies it.

    Retention Year: 1992 Recommendation: Retain Judge Sharon L. Hansen was admitted to the Colorado Bar in 1977. She served with the City Attorney’s Office in Denver, Colorado from 1978 to 1979, and then entered into private practice in Cortez, Colorado from 1980 through 1982. During 1983 and 1984, she was employed by the District Attorney’s Office in the Twenty-Second Judicial District. She was again in private practice until appointment to the County Court bench in 1986. Judge Hansen presides over the criminal, traffic, civil and small claims cases in Montezuma County as well as preliminary hearings in felony cases. From responses received, the majority of the individuals rated Judge Hansen favorable as to her overall performance. Law enforcement personnel rated Judge Hansen highly on questions of integrity, on whether her decisions were clear, and on her preparation and control of judicial proceedings. They were split in their evaluations of her sentencing practices. Attorney, court personnel and juror evaluations indicated she displays knowledge of the law, her decisions are clear and prompt, her demeanor was appropriate, and her sentencing was fair.   The 22nd Judicial District Commission on Judicial Performance recommends that Judge Sharon L. Hansen be Retained.

The 2004 survey was conducted by Talmey-Drake Research & Strategy, Inc., who attempted to contact over 35,000 people who had been in these courtrooms in one capacity or another. Over 10,000 people responded—3,683 to the attorney survey and 6,330 to the non-attorney survey. This report contains the results of those who were in your courtroom and who responded to the survey. In addition to this introduction, the report is divided into four main sections: · Attorney Results & Comments: This section contains graphs displaying the average grade you received overall (the combined average from questions 1a through 5e as required by the recent rule changes) , each section and each question. Following the graphs, are a series of tables showing the percentage distribution of responses to each question. Attorney respondents were also asked to comment about your performance. These comments have been transcribed, and in some instances redacted to eliminate respondent identifying information. A copy of the attorney questionnaire is at the back of this report. · Non-attorney Results & Comments: Similar to the Attorney section, this portion of the report contains graphs (again including the overall average of questions 1a through 5c on the non-attorney questionnaire), the percentage distribution of responses by non-attorneys to each substantive question in the survey. These names and addresses where then supplemented from the Colorado District Attorney’s database (Blackstone system) and the databases of jurors, court employees and sheriff’s security. The data was then combined and cleaned. Where there were more than 400 potential respondents, a random sample was drawn. Included in the data cleaning was the identification of potential respondents in the sample who had appeared in more than two judges’ courtrooms. Due to concerns about respondent fatigue, no more than two questionnaires were intended to be sent to any one respondent—though there were a few instances where one respondent did receive more than two questionnaires. Where a person had been in more than two judges’ courtrooms, the selection criteria for which judges he or she would be sent questionnaires was generally: first, for the judge in whose courtroom the potential respondent had been in most often, and two, the judge with the smallest sample of the judges in whose courtroom the potential respondent had been in. Survey: Starting in November 2004, each person in the sample database was mailed an initial questionnaire and an introductory letter with a postage-paid return envelope. Those who did not respond to the first questionnaire were then sent a sent a second questionnaire and letter, and in some cases reminder postcards. During this process, the sample was augmented for judges with a particularly low number of completed questionnaires. Questionnaire: The questionnaire used in the 2004 Judicial Performance Survey asked respondents to use a grade of A, B, C, D, or F (Fail) to assess the judge’s performance in five different areas. For attorney these areas were Case Management, Application and Knowledge of Law, Communications, Demeanor and Diligence, and for non-attorney respondents the five were Demeanor, Fairness, Communications, Diligence and Application of Law. These scores were then converted to a numerical value where A = 4, B = 3, C = 2, D = 1 and Fail = 0. Copies of the questionnaires are included at the end of this report. Response: The response rate is calculated as the number of completed questionnaires divided by the number of eligible respondents who actually received a questionnaire. The following table shows the total number of questionnaires mailed, completed, non-responses & refusals, undeliverables and other responses. An average grade point for each graded question is computed and shown in the results section. A letter grade is also assigned to each grade point according to the following scale. Sampling All sample surveys are subject to what is known as sampling error—the Error: extent to which the results of the sample survey may differ from what would be obtained if the entire population being surveyed had been interviewed. The size of the sampling error is almost entirely due to the number of people interviewed for the survey and the variance of responses. The table below shows the extent of sampling error (95%-confidence interval) for various sizes of random samples and sample percentage results. Averages such as grade points also have a 95% confidence interval, however it is not so easily displayed in a table as confidence intervals about a percentage.
