    Retention Year: 1994 Recommendation: Retain Judge Willis Kulp has served as a Weld Count Judge since his appointment almost 20 years ago (December 1974). He had practiced law in Greeley for approximately 8 years prior to becoming a County Judge. Judge Kulp’s large caseload includes civil disputes involving up to $10,000, traffic and other criminal misdemeanor cases, preliminary hearings on felony charges, and temporary restraining orders in certain domestic disputes. A large proportion of attorneys and courthouse personnel gave Judge Kulp high marks on questionnaires they recently completed. These groups evaluated him on a wide range of criteria, including a sense of fair play, even handedness, knowledge of the law, independence and compassion. A comparably large percentage of those surveyed found Judge Kulp to be courteous and even-tempered, while at the same time able to maintain order in his courtroom. The commission was struck by Judge Kulp’s continuing enthusiasm for his difficult job after many years on the bench. He evidences a strong desire to serve the public and to be a positive influence on young people who appear in his court. The 19th Judicial District Commission on Judicial Performance recommends that Judge Willis Kulp BE RETAINED.

    Retention Year: 1990 Recommendation: Retain Judicial Performance Commission’s recommendation: Should Be Retained. Judge Kulp was admitted to the bar in 1966 after graduation from the University of Denver law school. Prior to law school, Kulp was a geological engineer from 1955 to 1965. After law school, he was in private practice from 1966 to 1974, until his appointment in November 1974 to the Weld County Court. He has retained that position since. Kulp is a former chairman of the Christian Businessmen’s Committee and has served on numerous civic organization boards Kulp currently presides over traffic matters and misdemeanor and civil matters involving less than $5,000. The majority of all the surveyed groups recommended retention for Kulp. The survey showed Kulp to be fair and knowledgeable with his greatest asset being his temperament and patience.
