Loewer MEETS PERFORMANCE STANDARDS. Judge Loewer serves as a District Court Judge and presides over a mixed docket of domestic relations, civil, and criminal cases. Judge Loewer’s demeanor is described as formal, professional, dignified and fair.  Judge Loewer indicated to the Commission that he is working to balance the level of formality that he believes maintains decorum and expectations in his court with the need to make sure parties are not intimidated by the process. Judge Loewer makes a concerted effort to be organized and prepared for every court appearance and finds that assists him in efficiently managing his docket. Judge Loewer describes himself as hypervigilant in his efforts to avoid inappropriate bias and discrimination. As Judge Loewer gains additional experience, he recognizes he has room for improvement and is excited for the opportunities for growth that this provides. Judge Loewer’s orders are well written, thorough and reflect his attention to detail. Based on these findings the Commission unanimously agreed that Judge Loewer meets performance standards and is an asset to the District Court. The Commission conducted a personal interview with Judge Loewer, reviewed orders he authored, observed him in court, and reviewed judicial performance survey responses from attorneys, non-attorneys, and appellate judges who had interaction in Judge Loewer’s court. The Commission also received information from the District Attorney and the Office of the Public Defender regarding their offices’ opinions and experiences with Judge Loewer. Judge Loewer was appointed to the District Court in August 2023. Before presiding on the bench, he practiced criminal law for thirteen years as a deputy state public defender. He serves on the Colorado Judicial Education Committee, the Magistrate Wellness and Support Committee, and he presides as the district court judge for the 1st JD Fresh Start Program. He coaches other judges for the Colorado Judicial Peer-to-Peer Coaching Program. Judge Loewer is a graduate of and mentor for the Colorado Institute for Faculty Excellence—Judicial Education (COIFE-JE) and annually teaches at Advanced New Judge Orientation. He presents continuing legal education classes in the areas of overlapping issues of family and criminal law, indirect contempt practice, magistrate jurisdiction, rules of evidence, and attorney ethics. Judge Loewer attributes his interest in judging to his childhood hobbies of competitive livestock and dairy cattle judging.
