    Retention Year: 1998 Recommendation: Retain The Tenth Judicial District Commission on Judicial Performance recommends that Judge Gerald A. Marroney BE RETAINED. Judge Marroney was appointed to the Pueblo County District Court on February 7, 1990. Judge Marroney presides over civil, domestic relations, criminal, juvenile and probate cases. Courthouse personnel, attorneys, litigants, law enforcement officials, and juror questionnaires received by the Commission rate Judge Marroney highly, overall. Judge Marroney received high marks for his courtroom demeanor, research skills, analytical abilities, and equal treatment of parties, regardless of race, gender, or age. Of those responding to these questionnaires, 87.2% of the attorneys, 100% of the court personnel, 75% of the litigants, 75% of law enforcement officials, and 100% of jurors recommended that Judge Marroney be retained. The commission conducted a public hearing and also conducted personal interviews with members of the District Attorney's Office, the Public Defender's Office, the Pueblo County Sheriff's Department, the Pueblo Police Department, the Department of Social Services, the Pueblo County Bar Association, Arkansas Valley Legal Services, the Probation Department, and court personnel. Judge Marroney was praised for his demeanor, respect for pro se parties, courtroom and docket management, efficiency, and preparation. Some concerns were expressed about the timeliness of written decisions by Judge Marroney. In the Commission's interview of Judge Marroney, he was found to be a confident, and conscientious jurist. Judge Marroney acknowledged that he is aware of the concern regarding the timeliness of his written orders and he is taking steps to address those concerns.

    Retention Year: 1992 Recommendation: Retain Judge Gerald A. Marroney was admitted to the practice of law in 1977. He was in private practice until appointed to the Pueblo District Court bench in 1990. Judge Marroney presently presides over Division F of the District Court. His caseload includes criminal, civil, domestic, juvenile and mental health. A survey conducted to evaluate the performance of Judge Marroney sought responses from members of law enforcement, courthouse personnel, attorneys, jurors, litigants and members of the community. No juror responses were received. Some of the responses to the survey indicated Judge Marroney needs to improve his organizational skills and needs to insulate himself from discussing his cases outside of the courtroom. However, other responses praised Judge Marroney for being fair and free from arrogance, for doing his legal homework and for having enthusiasm for his job. Of the persons responding to the survey, 86% recommended retention of Judge Marroney. The 10th Judicial District Commission on Judicial Performance recommends that Judge Gerald A. Marroney be Retained.
