    Retention Year: 2000 Recommendation: Retain The Sixth Judicial District Commission on Judicial Performance recommends that Judge Allen Nossaman BE RETAINED. Judge Nossaman was first appointed as San Juan County Judge in 1971 and served until 1974. Appointed a second time in September 1989, Judge Nossaman has been San Juan County Judge since that time. Due to San Juan County's classification under Colorado law, the county judge is deemed a "part-time" position which may be filled by a qualified individual who is not an attorney admitted to practice law in Colorado. By every measure, the Commission was impressed by Judge Nossaman. He is well respected by the people who appear in his courtroom, and by law enforcement personnel, attorneys and state employees who work with him on a daily basis. In response to survey questionnaires, Judge Nossaman received high marks in being both fair and impartial to those who appear in his courtroom, in his professional demeanor and in his preparation and management of cases. Judge Nossaman was also rated highly for his knowledge of the law, his timeliness in making decisions and his clear manner of speaking. Of the attorney responses received 92% voted to retain Judge Nossaman. The Commission notes that while Judge Nossaman functions on a part-time basis, comments by the public and others reflect his willingness to be available "when needed" as a further example of his conscientious service. Judge Nossaman actively serves his community when not acting as judge. He came to San Juan County as the son of a newspaperman and published the Silverton Standard newspaper between 1963 and 1972. His strong interest and background in the history of San Juan County and its peoples is exemplified by his published writings. He also serves on a volunteer basis as Archive Director of the San Juan County Historical District.

    Retention Year: 1996 Recommendation: Retain Based on the responses and interview, the Commission recommends that Judge Nossaman BE RETAINED. Judge Nossaman was appointed County Court Judge of San Juan County on September 27, 1989. He has previously served as County Court Judge between 1971 and 1974. Judge Nossaman is a non-attorney. The San Juan County Court Judgeship is a part-time position. Judge Nossaman presides over primarily traffic cases. He also presides over civil cases, small claims cases, misdemeanors, felony preliminary matters, and limited domestic relations matters. In addition, Judge Nossaman is actively involved as a facilitator and instructor in Silverton’s Youth Court program. Responses received by the Commission form attorneys, litigants, jurors, and law enforcement personnel were nearly unanimous in recommending retention. The Commission interviewed Judge Nossaman on June 18, 1996.

    Retention Year: 1992 Recommendation: Retain Judge Nossaman graduated from the University of Colorado with a degree in Journalism in 1962. His varied employment experience includes Reporter for the Durango Herald for five years, Publisher and Editor of the Silverton Standard from 1963 to 1972, San Juan County Planner and the acting San Juan County Treasurer, employment with the D&SNGRR and Silverton Public Library as well as experience as a Commercial Letterpress Printer and a researcher with the San Juan Title & Abstract Company. Judge Nossaman also authors non-fiction historical works. He previously was the San Juan County Judge from 1971 to 1974 and was appointed in October, 1989 as Count Court Judge of San Juan County. Judicial Performance Surveys were given to lawyers, litigants, law enforcement officers and court personnel. All evaluations of Judge Nossaman were favorable and the proportion of persons who voted in favor of his retention was in excess of 95%. Judge Nossaman received superlative remarks in all areas of judicial performance and no one who was surveyed or solicited recommended that he not be retained. Specifically, the evaluation revealed that Judge Nossaman displays a fair sense of justice, treats all parties equally, does not make decisions based on popularity, makes clear written and oral decisions, displays demeanor appropriate to the circumstances, is courteous, displays compassion and commences his proceedings in a punctual manner. The 6th Judicial District Commission on Judicial Performance unanimously recommends that Judge Allen J. Nossaman be retained.
