  Retention Year: 2026Recommendation: Meets Performance Standards Reports: * Insufficient Responses to Publish 2026 Survey Report * Insufficient Responses to Publish 2025 Survey Report The Eight Judicial District Commission on Judicial Performance finds that Judge Chelsea Williams Ryan MEETS PERFORMANCE STANDARDS by vote of 8-0 with one commissioner absent and one commission vacancy. The judicial performance standards are integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public. The Commission finds that Judge Ryan exhibits thoughtful, fair, and well-reasoned decision-making. Information obtained through her interview and self-evaluation reflects a judicial officer who strives to issue rulings in a timely manner, promote engagement by all parties, and treats litigants with dignity and respect. Courtroom observations of Judge Ryan confirm clarity in her communication, openness in her interactions, and maintaining appropriate courtroom decorum. She conducts proceedings in an organized and understandable manner and ensures that parties have the opportunity to be heard. Judge Ryan shows patience, professionalism, and respect toward litigants, attorneys, and court personnel. The commission appreciates her sincere and sustained commitment to the fair and impartial administration of justice, as well as her understanding of the impact of judicial decision-making on the communities she serves. For this evaluation, the Commission interviewed Judge Ryan, reviewed a selection of her written opinions, observed her in court, interviewed the chief judge for the district, the district attorney, and the head of the public defender’s office, and reviewed her self-evaluation. Judge Chelsea W. Ryan was appointed to the Jackson County Court bench on July 16, 2019. Prior to her appointment, Judge Ryan practiced as an associate attorney with Miller and Associates Law Offices in Denver, Colorado, where she focused on administrative and appellate law. Before entering private practice, she served as a Deputy Public Defender in the First Judicial District. Judge Ryan also worked as a law clerk for the Honorable Judge Stoker in Twin Falls, Idaho, following law school. She earned her bachelor’s degree from Marquette University in 2008 and her Juris Doctor from Gonzaga University School of Law in 2011, graduating cum laude as a Thomas More Scholar. Judge Ryan has been admitted to the Idaho and Colorado Bars since 2011.
