    Retention Year: 2000 Recommendation: Retain The Seventeenth Judicial District Commission on Judicial Performance unanimously recommends that Judge John J. Vigil BE RETAINED. Judge Vigil was appointed to the District Court Bench in 1991. Prior to his appointment he was a County Court Judge in Adams County. Judge Vigil hears criminal, civil, domestic and juvenile cases and is presiding over the Juvenile Division of the District Court of the Seventeenth Judicial District. Survey comments noted that Judge Vigil was courteous and professional in the courtroom. In addition, he has good knowledge of the rules of evidence and procedure and gives well-reasoned decisions. Some comments by attorneys indicate Judge Vigil needs to have more patience in conducting hearings and trials, especially jury trials. Survey results regarding retention show 60% on non-attorneys favor retention, 18% voted not to retain and 22% had no opinion. Of attorney responses, 88% favor retention, 6% voted not to retain and 6% had no opinion.

    Retention Year: 1994 Recommendation: Retain John J. Vigil graduated from the University of Southern Colorado in Pueblo with a Bachelor of Arts Degree and received his Law Degree in 1978 from the University of Denver.  He was admitted to the Colorado Bar in 1979 and was appointed to the Adams County Court in August of 1985 and the District Court bench in February of 1991.  Judge Vigil is currently assigned to the civil division of the Adams County District Court and he hears civil cases based primarily upon claims for money damages. The attorney and courthouse personnel questionnaires received by the Commission rated Judge Vigil high overall with his highest marks for prompt rulings and decisions, working diligently, having an appropriate judicial demeanor, and maintaining control of the courtroom. Positive comments from respondents included high marks for this judge’s practicality, efficiency, diligence, and abilities to act as a settlement judge. Negative comments from respondents included concerns about the judge’s courage in making decisions and lack of civil experience prior to his appointment. Prior to being appointed to the county court bench, Judge Vigil was an assistant county attorney and deputy public defender specializing in the defense of civil and criminal matters. Since his appointment to the District Court bench, he has served in the roving judicial assignment and a domestic relations assignment, each for one year, prior to his current civil assignment and would willingly accept any assignment offered. Judge Vigil was interviewed by commission members and found to be an articulate, thoughtful judge concerned and involved in current and future problems in the Colorado Judiciary. He has an excellent judicial disposition, presents himself very well, has a reputation for treating all litigants and attorneys fairly and equitably and has demonstrated a willingness to assist other judge with their dockets. The 17th Judicial District Commission on Judicial Performance recommends unanimously that Judge John J. Vigil BE RETAINED.
